I'm pretty sure I said this upthread (too lazy to find it), but LFBU is strictly kiosk-based domestically and abroad, and is offered Y->J or Y->F (2-cabin) to anyone on paid tickets, and also to elites on award tickets.

Non-kiosk-based paid upgrades, offered on a discretionary basis outside the US, are not part of the LFBU program (which is totally, totally computerized), although they may have a similar end-result.
