In some cases, you can make a toll call from outside the 800#'s area of effect by using a special area code (880 for 800, 881 for 888, and 882 for 877). It may only work from other NANP points (ie Canada and the many Caribbean islands that are dialed from the States in domestic-like fashion), but certainly worth a shot.
