What you are calling an "advertised upgrade" is, in fact, an LFBU. The method of offering it is different. AA has not told us when they offer these and when they do not, so all we have is a (very limited) set of data points.

That is my point. IRROPS is the only situation that I know of where the double-upgrade occurs.
