Perhaps this property has also gone Nor1? If so, that's a good thread to read - many properties are doing "revenue enhancement" by selling upgrades with Nor1 and splitting the profits. That could create some disincentives to upgrade, but once you are there - Turkey is all about relationships and negotiation - you might be able to work something out in any case.
