You're coming this the wrong way. AS doesn't block KE redemptions because AS flyers have blackout dates on KE-operated flights. AS remdemptions on KE face blackout dates because KE's own program has blackout dates. Delta redemptions on KE face the same set of blackout dates.
If you check the blackout dates on KE.com for SkyPass redemptions the dates are exactly the same. Actually it's an aggregate of blackout dates for all international destinations and all North/South America awards.
As 3Cforme mentioned it's a 2-way street and what works for KE works for them but you must also keep in mind that while the blackout dates do mirror some US and Korean holidays and peak travel seasons KE can be used to reach many other destinations in Asia via Seoul so I'm sure other major holidays in other Asian countries must be considered as well.
