You're coming this the wrong way. AS doesn't block KE redemptions because AS flyers have blackout dates on KE-operated flights. AS remdemptions on KE face blackout dates because KE's own program has blackout dates. Delta redemptions on KE face the same set of blackout dates.
As to why there are blackout dates - because that's what works for KE. It is rather more honest than promoting a 'no blackout dates' program, but not making award inventory available routinely.
