never mind, i found the answer to my own question.

Service FeesThe service fee is based on the Elite status of the account from which the miles were withdrawn and the date the reservation is confirmed and ticketed. If the reward ticket is purchased within 21 days prior to departure, even if the reservation was held before that timeframe, a service fee will be charged. See the chart below for details.
