You can Order the Cert whenever you want. It will show up in your account as an unused certificate.
Since Airlines is usually harder to book, I usually get the miles first then work on Hotel later.

Yes.
Also, if you order a level 5 certificate and later realize you need a larger one, they will let you upgrade for the difference. As an aside, this also set a new redemption date. Marriott is also good about giving you an extra year bbut YMMV.
