Well thats patently false.

Credit cards can and DO get changed all the time after they are canceled. Per your card holder agreement if you have authorized charging your card prior to cancellation, the merchant has 12 months to actually charge your card.

Your agreement with AVIS says that you'll pay any governmental fines received on the car while in your possession. You gave them a credit card to rent the card, this essentially is their authorization to charge you.
