They tried to charge me for a 3rd bag in early 2009 - I had to spell out to the agent how to spread the 7 bags among the 4 people traveling (after reminding her that skis and boots were considered 1 piece and that I didn't have 10 pieces).

The only mention of 3 free bags is for military personnel with ID.
