I'm quite sure that according to JAR there must be no less than 1 attendant per starting 50 seats (so if the aircraft has 51 seats, 2 FA's are required) whether the seats are occupied or not and it doesn't matter if it's in F, C or Y.

How the airlines decide to split up the crew is up to them as long as all required sections are maned during take off and landing...
