In the past, I understand surfboards WERE free. But at the same time, there was already a bike fee.
No offense, but a surfboard is MUCH more cumbersome to move around.

I consider this a "we don't want your money" fee, rather than a legitimate "price of business" fee. Maybe CO is afraid that everyone will box a bike if they charge a reasonable fee?
Domestically, it's cheaper to ship the bike back and forth.
