Flygirl,
The Air Canada 356 manual has always stipulated that cabin lights must be dimmed for night takeoffs and landings. The reference can be found Chapter 2, page 67.
"Cabin crew must dim cabin lights for take-off and landing on night flights to prevent blinding effect in the event of an emergency in darkness; however, the cabin must not be left in complete darkness."
