My experience is the same - 90% upgraded at CPs and HIs and I'd venture to say 100% in ICs. Now what constitutes an "upgrade" is a different issue. It may be a standard room with a "landmark" view (IC BUD) or a corner room (IC VIE) or a jr suite (HI VIE) or a business room (many places) or a newly renovated wing/floor (IC Amman). Sometimes I can't see any difference even though the front-desk says it's an upgrade (CP Minsk) but as my stays are usually short ones, I don't really make an issue.
