In ATL it is 45 minutes, found that out the hard way. Although a TA can over ride the system to check bags late, had this happen at ATL on Thanksgiving, checked two bags late (including golf clubs) both bags made it on the flight with me.
I was very thankful! Obviously this was an exception and should not be expected.
