I can only repeat what I said other times. Why is it that OFT and the government do not want to hear about this? How does BA get away with this? The whole of the aviation industry (and I obviously include "LCC"s in this) is overdue an investigation in their outrageous ticketing practices.
And I can only suggest the answer that I've suggested before: Because the "fuel surcharge" practice does not have any significant adverse effects for the vast majority of retail customers in the UK (indeed, if anything it benefits them), and because the customers who really bear the brunt of this policy don't seem to want to make a public fuss about it (perhaps because they are looking at the big picture and not one particular detail of fare construction, just as retail customers should).
