And I can only suggest the answer that I've suggested before: Because the "fuel surcharge" practice does not have any significant adverse effects for the vast majority of retail customers in the UK (indeed, if anything it benefits them), and because the customers who really bear the brunt of this policy don't seem to want to make a public fuss about it (perhaps because they are looking at the big picture and not one particular detail of fare construction, just as retail customers should).
