Without any elite status, then I'd do PE. On the ground, VS have BA beaten hands down, the seat is better, it's just the food can be disappointing. While VS crew can be hit and miss, so can BA.
But if you have status with BA that gets you premium check-in and lounge access, then VS loses it's advantage on the ground.
On a 747 / 70 bus the solo PE 28 J and 28 B are EXCELLENT seats
Never travelled VS but on a 747 WT+ is fine. Maybe its just me but on a 777 it just looks less appealing
