The OP never said he was flying only CHI-WAS; he is presumably connecting from somewhere else (again, possibly on a CO code: there seems to be no issue with CO selling connecting flights on UA under the CO code).

Are you sure about this? CO.com is willing to sell me DCA-ORD nonstops, as well as IAD-DEN nonstops.

I know they didn't allow nonstop codeshares back when it was CO/NW/DL, but this is a different game. UA and US have had nonstop codeshares for ages, and it seems that CO and UA do as well.
