I hope i caught all the questions and answered them well. I am re-posting to let consumers know the United Airlines did at least refund the full amount, even though the refund counter at the airport refused. I had to call customer support and I had one heck of a time finding someone that spoke English. So I had to request supervisors until someone transferred me to a super that did. She was very courteous and understanding, and in light of the subject gave us a full refund. I felt it necessary to re-post and speak well of United Airlines. I would like to apologize to you all if I was out of line. Although I still believe United was responsible for letting us know that we would need something else to prove she would be returning to Canada. Thank you all for reading my post, and replying. I deal with the USCIS and CBP a lot in my line of work. We always warn clients that ultimately entry into the US is at the CBP officer's discretion. I am sorry that you girlfriend was unable to make the flight but this is in no way UA's fault, and there is absolutely no way they could have foreseen the issues your girlfriend ran into without having interviewed her themselves prior to selling her the ticket and making a determination whether she had a "strong" case.
Can you imagine the fallout if airlines refused to sell tickets to individuals because they believed that despite having the appropriate visa they may be denied entry into the US by the CBP officer?
After re-reading your post I noticed that you wrote she had purchased a one-way ticket. That would surely be a red flag for CBP. In truth, UA should have caught that.
