They do.
It appears that
ediemac1 was elevated to Gold temporarily via the Taste of Gold promotion, but since s/he failed to qualify then was dropped back to Silver. Temporary elevations as a result of challenges and/or Taste of Gold type promos, are just that temporary and are not extended to the end of the membership period unless one meets the qualification of the promo or challenge.

Well, I was made Gold late last year as part of the Twelve Nights to Gold promo. I did not meet the goal.
