Say it ain't so...no lounge in Cancun?!

I just signed up for the Economy Plus with Red Carpet Club access for a year. I was expecting to have access to a lounge in Cancun, but am disappointed by what I've read here. Questions:
1: can I use the non-affiliated "Business" Lounge with my pseudo RCC membership?
2: is there any lounge in Cancun that we can use with this Red Carpet Club access for a year?
3: which lounge at IAD can I use on my outbound flight from IAD to CUN? It seems that flight 831 leaves out of terminal C, gate C2 today. I'm unable to tell if this treated as an international flight.
