Well, with regard to the major US airlines, you now know something that you didn't know before.
With regard to your recollection of what happened a few years back when airlines in the US put in baggage fees for the second and/or first bag, you are not off; however, keep in mind that just because airlines may attempt something, doesn't mean they have a legal right to do it. Some airlines -- CO included -- were required to adjust their ways because they were on the wrong side of the law.
