I guess here it's a decision of paying for convenience. Pack lighter don't check, or pay the fee and check without having to make a connection in Chicago in the winter, which is a gamble in itself...personally not one I'd take for a few bucks.
Tens of thousands of people make successful Chicago connections every day in the winter -- on UA, AA, and WN.
Just like tens of thousands of people make EWR or JFK connections, or MSP connections, etc.
While a blizzard can be problematic, that's actually quite rare. The place doesn't necessarily get shut down in winter with routine weather.
