It depends on the child. I have two daughters, one 15 and one 13. The older one has always been extremely confident and able to "fend for herself," with great judgment and maturity for a child her age. I would have had no qualms about sending her on flights without UM service at age 13...or younger. The younger one is much less confident and mature, and gets panicky in stressful situations. I'm sure she could get through most flights on her own without the UM service, but I don't think I'd want to put her through that.
