I have no official explanation, I can't find one posted on any of the .Gov sites, so I can't give you an answer on that one. IMHO it is a preventative measure to stave off lawsuits and I can't find anything else on it. I don't like discrimination in any form, it is just bad form and makes things harder all the way around. I prefer the "pick the best people for the job and let them do the job" method of staffing. It gives you the best workforce possible and makes things a bit easier overall.
