Yes...they could be just plain ignorant.

Before my son was born, I started to read articles, forums and etc. about traveling with infants and toddlers. Based upon my experiences (I travel almost every week for business), I have run into several parents traveling with young children that were unprepared, ill-prepared and etc. for their flights with their children. We have been asked if we could spare a diaper. I have seen mothers asking the FAs for milk on domestic flights...I can't think of an airline that serve milk or have milk on their domestic flights.

I have seen diapers being changed in the seats and I think that those parents are self-centered and inconsiderate.
