The rules are not spelled out that clearly but as I read it:

Excess Baggage Charges

Charges apply to the following::

For V Australia Flights to/from the USA:

Item 	Flights to the US 	Flights from the US   
Any additional piece of baggage in excess of the free
baggage allowance  	AUD $135 per piece 	USD $100 per piece   
Any item of baggage that meets the free baggage
allowance but exceeds the weight and/or size limitations  	AUD $135 per piece 	USD $100 per piece   
Any additional piece of baggage that also exceeds the
weight and/or size limitations 	AUD $270 per piece  	USD $200 per piece
For AUD $ 135 you could have 2 x 32kg bags (1 @ the "allowed" 32kg weight and 1 which is over the remaining 0kg weight)

If they charge you per kg it will cost an arm and a leg but per kg charges seem to only apply for non USA flights.
