Non-commercial trucks are allowed accross the dam. I took a 14' Budget Rent a Truck IAH-LAS in October. The security check just before the dam took 10 minutes. The most important aspect of the security check is that the rent-a-cops need to be able to see all the way inside the truck. Stack it no more than 4' high with non-commercial merchandise and you should be fine. Check for the latest conditions and rules on http://www.hooverdambypass.org/
