I could tell from the title that you're German... Flatrate as a definition for unlimited usage is a German invention..

On German and UK contracts, we apparently have to pay through the nose for international usage - I'd take a $70 offer any time...

Speaking of which: Is there any chance to get such a contract without being a US Resident (Social Security Number etc.)?
