HI and other chains/brands that include "comp" breakfast have an extra expense when there's more than 1 person in the room. Not condoning it, just perhaps more of a thought about why.
Makes sense, however for an extra $10 per night for my +1 I'd rather grab breakfast somewhere else. Unless you're in a larger city, you can eat for less than $10 and probably have a better breakfast.
