That's partially correct. You actually can fly via PPT. In fact, if you're originating in North America, you HAVE to fly via PPT because award travel to the South Pacific zone (which IPC is a part of) requires Transpacific flights. If you fly through SCL, then it's two separate awards.

If you're originating in Europe and going to IPC, then you can fly via either PPT or SCL for the same amount of miles because there is no oceanic restriction. Something like LHR-NRT-PPT-IPC would work as would something like LHR-EZE-SCL-IPC. For what it's worth, I went to IPC on an all partner award and transited through PPT.
