Banks are mostly vicious, customer-hating pigs that force rapacious, evil policies on people without apology or explanation. This is a political issue. Make DC send your check back.

BTW, Citibank is one of those banks that will cash paper checks made out to anybody, from anywhere, regardless of the issuer's intent. I recall a business story a few years back in which they argued, basically, as long as the check-writer can't do anything about it, we're not going to stop.
