"State of the Art" is a bunch of hooey. The impoverished Citibank (and almost every other "struggling" financial institution) are like filthy pigs at an overflowing trough, looking for incremental ways to slather in their own slime at the expense of the consumer.
I've said it before, I'll say it again - and let me tell you, when I'm in a courtroom with a check that was negotiated by the receiving bank FOUR DAYS before it posted to an account, triggering late charges and other adverse consequences, there is no substitute for having a cancelled check showing the receipt and processing. Its going to always be a world of "the bank is always right - go prove otherwise." It sucks, but its the new way of the world.
