Yes, TLC is fine if going to Santa Fe or other parts of western Mexico City, but otherwise MEX is much more practical. The downside to MEX is that traffic to/from can be horrendous, whereas traffic on the toll road to Toluca & its airport is almost guaranteed to be non-existent (since that road is one of the most expensive on a toll-per-km basis in the world...)

No subway at Santa Fe (and none planned to be constructed).
