Concierge Service is available to SE's at any time on any fare to any AC destinations so long as the Service is available at the particular AC station. Concierge Service is available to non-SE if travelling in Executive First on an international flight. If you're travelling YYZ-YVR-NRT in business class and you are not SE, you will be entitled to the Concierge Service at YVR and NRT but not YYZ.

If you don't see a Concierge Agent, just ask the AC staff at the check in counter, gate, MLL to "page" one for you and they will albeit if in YYZ, the CA will pull a long face and will likely be very rude to you if you are not SE but flying in Executive First on an international flight.

I don't know which SQ and NH cities that you're referring but my check in experience has been very favourable with these two *A airlines in several of their Asian airports (within the past 12 months) as *G.
my bad - *S isnt allowed but prestige is.... when did that rule change? havent had prestige since 2004..... so my mistake

never seen conceriege at YYZ (direct to Europe), YVR (direct to Asia), NRT (direct to YYZ), HKG (direct to YVR) etc etc all travelling on J (Exec First)..... LHR i saw at the gate just before boarding but not at checkin or at lounge......

SQ / NH....for me typically HKG / SIN / NRT / KIX / TPE... they are faster than canada but compared to the Y lines, they have slowed down a lot.

whatever...good experience bad experience....at the end of the day its just a travel..... i still manage to maintain my standards check-in, security 10-20 minutes and from gate out to field 10-30 minutes pending on immigration lines
