Does the label address flammability? Even so, you're probably SOL. Excerpted from the TSA's Prohibited Items list:

I'm not sure how Pam could be construed as a "personal care or toiletr[y]" item, but maybe if packed among other plausible, innocuous baking items (Nestle Morsels, peanut butter, hazelnuts, etc.) it might be let go by a suggestible or harried screener. Good luck.

ETA: Is there no analogue to Pam in your sister's part of Europe? I could've sworn I've seen something like it in Germany and France.
