It means (ok, I could be wrong, but I am probably right) that (1) arriving pax can't use it (nor can they use any airside LHR lounge), (2) transferring and departing pax can, but they don't want you napping there for more than 3 hours, eating up all their potato crisps and nuts and drinking all the warm beer.
