The "unsuspecting passengers" whose bags were tampered with by the authorities in that country have had their civil liberties unnecessarily jeopardized by the authorities involved.

Unsuspecting passengers being used as mules for drugs or other contraband -- including explosives -- could be in for one bad day (and then some) if caught with such material in their possession at a customs check or elsewhere.

This isn't the first time government agents have done such a thing to "unsuspecting passengers" and their baggage. It likely won't be the last either.
