DC may be gracious about disputes, but I have had bad experiences with the rest of Citibank -- actually had a Citibank rep assert to me once that I couldn't place a charge in dispute because "we've already sent the money, you see" to the vendor in question.

Where I come from we call that lying. It probably works just often enough to warrant trying it.
