Well T3 is open, but only being used by Cebu Pacific, PAL Express and Air Philippines. All international airlines still use the old T1 (with the exception of PAL, which uses the much newer T2). Not sure anybody knows the plans for T1.
Oops. Forgot to add "lounge". Yep, it's certainly a shame that intl. pax have to use T1 when T3 is up and running. The only con about T3 is that it is quite isolated (i think, from reading 5J's press releases in the past).
