It probably was written with little thought to the repercussions of dumping a terminal, mid winter, limited access, etc. Like much of what TSA does, at first glance it looked good on paper.

The more they do this kind of stunt, the more they look like buffoons. It does not go unnoticed.
Or as a local radio station put it recently in a poll: "What will it take for you to feel secure?". Note that it's not "be secure", it's "feel secure".
