Canadian - Amex Platinum Card Benifit (Not Aeroplan Plat)

With the new increase in the cost of a London pass I am now looking at other options.

Does anyone know the fare bucket required for the below? Or if it is 'Economy' or 'Economy Flex' fare required for the below? I'm guessing its 'Economy Flex'

'ii. To receive a complimentary upgrade to a designated
class of service, a special class fare or a discounted fare on participating airline(s), the Eligible Cardmember must purchase a full-fare non-restrictive ticket or an eligible ticket on an eligible flight and class of service originating in and returning to a designated gateway and charge the purchase of theticket to an EligibleCard. These three offers cannot be combined with each other or with any other offer at any time including the complimentary companion ticket offer. Only select airline(s) offer upgrades, special class fare or a discounted fare. Limit of one complimentary upgrade or special class fare ticket per travelling Cardmember per booking and limitof two discounted fare tickets per travelling Cardmember per booking, Eligible Cardmember must be one of the travellers.

Has anyone used this 'Benefit'? If so any thoughts?
