They are not going to just put bottles of water in room what if a guest doesn't show up, and then they need to sell a room thru walkin, as those HI, HGI, and HS never offer free bottle water for general guest.
Whenever I stay at a HS, I always have water in the room - 2 bottles. It is never given to me at checkin.
