It would be better to divide lounges into CX-operated, OW-partner operated and third party contract lounges, and rank them separately. Calling them all 'CX lounges' implies a level of uniformity that doesn't exist.
Speaking about DEL, the clipper lounge is an independent contract lounge. Further, not only is the terminal old, but it is due to be mothballed once operations move to T3 in a few months. Considering the progress videos of T3 on the net, the terminal and facilities are likely to be vastly superior to T2.
