About USAA and reimbursement of ATM fees abroad:
I was told yesterday by a USAA rep that unfortunately they don't reimburse the fee a foreign ATM owner charges.
That said, I'm pleased to hear that some of you have been reimbursed. Maybe USAA reimburses in cases where it's clear what the ATM fee was.
The USAA T&C, as of 1/2/2010 says:
1 USAA does not charge a fee for the first 10 ATM withdrawals and refunds up to $15 in other banks' ATM usage fees each month. A 1% foreign transaction fee applies to withdrawals outside the United States.

So, the way I read it is:
- Domestic - ATM fee refunded up to $15/month
- International - ATM fee refunded up to $15/month but 1% fee is added
???
