JSA includes HKG (but I believe did not in earlier times) - from QF website:

Qantas published fares or Qantas corporate fares over JSA that allow 100% British Airways flights with a BA flight number will continue to be serviced by QIC when the journey is ticketed and validated to Qantas (081). The Joint Services Agreement (JSA) applies to QF/BA services from Australia to SIN/BKK/HKG and to LON/FRA via SIN/BKK/HKG
