Every country is different, even within the EU. Some are just as easy as applying and having a local postal address. Others require a bit more. Also, there is the option of an ex-pat account. Those do not require any tax ID, but they require full documentation from your home country as well as a high minimum balance such as $25,000 or €25,000 as the case may be.
