I actually called DC last week about this as I'll be moving to Germany in the summer. The person I talked to told me that DC in Germany is managed by a different company under license, and that it would be entirely up to them to give me a German issued DC - there was nothing DC/USA was willing/able to do. Then again, this may vary by country.
