India's government is, unfortunately, taking lessons from the US government in this regard and then some. They are even looking at DHS as a model. I wish I was kidding you, but I am not. The former Indian finance minister who is now in charge of the Home Ministry has no brain for these things and so it's predictable that it's garbage in-garbage out.

There seem to be more "American advisors" to the government around India now than I recall "Russian advisors" there during the 1980s.
