While departing Costa Rica the airline security told me that I could not carry the bungie elastic cords that were attached to my concorde folding luggage cart.

they did let me carry the cart itself...which is 5 pounds of metal that could be tossed or wielded as a bat. You gotta' watch out for elastic cords!
